Starting the last episode ends, Ruby follows Weiss as she races across Vale to greet a woman who turns out to be Weiss's older sister, Winter. As the sisters begin their journey back to the school, they're interrupted when a drunkard picks a fight with Winter. He turns out to be Ruby's uncle, Qrow. Awesome fight and property damage ensue, until it's broken up when Ironwood shows up followed by Ozpin and Glynda.
Later, Qrow, Ironwood, Glynda, and Ozpin have a meeting where a lot of harsh words ensue.

Trope misuse. Drunken Master is not for characters who are dangerous fighters despite being drunk. It's for characters who become far more dangerous fighters when drunk than they are when sober. There's been absolutely no indication that Qrow becomes more dangerous when drunk than he is when sober. He's just dangerous full stop, which isn't the trope.

When meeting in private with Ozpin and the rest of the BenevolentConspiracy, Qrow drops the act - though he still drinks - revealing that he's been away on a lengthy reconnaissance mission, and calls Ironwood out on his methods.

Actually, it's shown that both sides don't have a point. This was prematurely troped because normally Ironwood's stance would be reasonable in certain situations. As the story makes clear, however, in a world of monsters that are attracted to negative emotions, Ironwood's stance is a disaster waiting to happen which both Ozpin and Qrow have been trying to avoid.

** This also applies to Qrow and Ironwood's argument. Ironwood's efforts were in response to Ozpin's less forceful approach backfiring while Qrow is correct that Ironwood's more direct efforts have done nothing to dissuade Cinder's group from their course of action.
