In the Antarctic, within an iceberg, Dr. Claw stirs. He (and [=MADCat=] have at last been revived by a mysterious MAD agent, who Claw immediately tasks with recovering his claw. Said claw was lost during the battle with Inspector Gadget that resulted in Claw himself being frozen into an iceberg. The agent assures Claw he has a plan.
Penny is in training as a Junior HQ agent, though her training session doesn't go well. She is called up to Chief Quimby's office and introduced to a new agent named Talon, a young man who instantly connects with her. Chief Quimby then reveals that Dr. Claw has returned and is in search of his lost claw. Penny realises that only Inspector Gadget knows where the claw is, and HQ quickly brings him out of retirement.
Talon turns out to be Claw's nephew, and upon learning the location of the claw quickly reveals himself and escapes, leaving Penny both heartbroken and furious. She, Gadget and Brain rush to the claw's location and find it, but Talon successfully steals it away.
The three heroes then make their way to the Antarctic, where Dr. Claw reveals his claw as the key to launching a powerful Stink Missile that would make HQ's...HQ unusable. However, Talon is waiting for their arrival...
