Katara takes advantage of this to stop Azula; when the latter steps on a storm drain to kill her, Katara freezes them both in ice just as Azula exhaled. In addition to being completely submerged, Azula has no breath to draw fire or lightning as Katara melts the ice gradually and chains her. By the time they're both able to get air and narrowly avoid drowning, all Azula can do is roar ineffectively and shoot fire at the ground.
* CombatPragmatist: Heroic example; Katara tries to defeat Azula in a straight fight by knocking her around with water. This doesn't work, so Katara lures her to the storm drain and envelops them both in ice waves.
