The subdivision gives him a great way to covertly work with villains to support his own businesses and deals, as well as making subtle operations to shake the reputations of heroes, especially Superman, his arch-nemesis who is one of the council leaders of the GUAG.
* Cooperation Ability: Lex Luthor is more than willing to cooperate with other villains in this subdivision, or seek assistance from other villains in the GUAE, though never without a price. Luthor wants to ensure that all of such forms of teamwork and planning lead to either short-term or long-term benefits in his favor, even to the extent of manipulating others or plotting contingencies for when villains take his assistance for granted. Lex Luthor is more than willing to work with other villains, but as always, he intends to gain something from it, and woe befall you if he doesn't.
* Role: Lex Luthor can serve as an effective leader or director of the subdivision if need be, demonstrating ways to control or set public perception in their favor, and to keep the more unpleasant details out of the eyes of the public. An expert in diverting public attention and anger when one is caught doing something villainous most of the time, he also uses his funding and help from other villains to work on projects that benefit the GUAE's reputation, making secret projects to help villains deal with unpleasant heroes and heroic wannabes, and covering up dirty secrets that the GUAE doesn't want people to get too deep on, should they impact his own business as well.

To nobody's surprise, an alliance built on evil is going to have a PR problem. It certainly didn't help stop the hemorrhaging of members to the [[Pantheon/GrandUnitedAllianceOfLaw GUAL]] and [[Pantheon/GrandUnitedAllianceOfChaos GUAC]]. For this reason, Melkor decided to form a faction to take care of just that. Those in the False Shepherds tend to not be public about their membership, in order to enhance their own PR. And through them Melkor hopes to ensnare people into evil through charming smiles, promises of a better world and raw charisma.

Partly because that he is also untrustworthy of the False Shepherds, as they're also good at swaying members of the GUAE towards their personal agendas and against their own. However being an ObviouslyEvil CardCarryingVillain just doesn't cut it in the modern pantheon if you want success.

A most deceptive and charismatic group of deities they are, they live to create appeal in ventures that serve evil is and to keep unwanted attention off the GUAE, but mostly themselves in general. Often having various plots and services that are best kept out of the public eye to work sufficiently, the group's members value secrecy in their evil for the sake of avoiding unnecessary conflict against rivals or enemies where they can do so.
