This is the same group of people who [[NightmareFuel/ResidentEvilCodeVeronica gave Alfred Ashford his own private stock of prisoners to torture and execute]], and [[NightmareFuel/ResidentEvil2 gave the position of Raccoon City Police Chief to a psychotic rapist]].
