The novel, anime and manga(different versions and spin-offs) all specified that every single player logged in was transferred to their home town(the last player town they were in) at the start of the event. Shiroe was with Minori and Touya fighting monsters before the event happened, and after a few splash scenes(of the moon server) that he cannot well remembered, he woke up in Akiba.

* The very beginning of this, if you think about it: One day, you're just playing a game, and suddenly, you're pulled in without reason or explanation. You're just there, as your character, doing whatever your character was doing, even if that entails a dangerous dungeon where a single misstep could be death.
