"Battalions of Fear" is not a "somewhat out of place attack on Ronald Reagan's policies", it was solely about the Strategic Defense Initiative, which was widely hated by pretty much everybody, so "out of place" is not a phrase that could describe it. Ronald Reagan was a generally well-liked President, but that doesn't mean you have to worship the ground he walks on. He made mistakes.
