According to episode 45, ten years ago he deliberately did experiments on AGHS students. He thinks that [[SocialDarwinist those who preserved shall follow his example]]. Even when Hayami/Libra [[HeroicSacrifice sacrifice himself]] for his safety, he still insists that [[AGodAmI he is the sun]], and considers that the nature of protecting himself, not friendship. Because he thinks that friendship is a obstacle to the evolution]]]].

** [[spoiler:However, it become '''SUBVERTED''', since he truly sided with Anti-Zodiarts Union and Kamen Rider Club. Also [[TheAtoner he feels guilty after killing Rokuro]]]].

** The "School War" stunt made him more than a contender.

* Kijima/Pegasus Zodiarts/Cancer Zodiarts could also qualify, Kijima is a {{Smug Snake}} who became a Zodiarts because the new teacher '''confiscated his fan''' and he decides to frame her by imitating martial arts moves, admitting after being found out that he was intending to do it to someone anyway ForTheEvulz and she just happened to piss him off. He also likes to rip out peoples souls by putting them into a "Comedy in Hell" routine; if you make him laugh, you get a Zodiarts Switch and if not, he steals your soul! The worst part of it was that he was doing all of this with a sick cheery smile on his little {{Troll}} face, and he gleefully adressed it as if it were everyday business, these were his fellow classmates mind you and he did this to innocent people willfully like TheSociopath he's known for being. He got what was coming to him in Episode 28 by Kamen Rider Meteor and Libra Zodiarts.
* Yamada/Aries Zodiarts is a contender. He was transferred around the same time Ryusei came to Amanogawa and in that amount of time, he's the undisputed king of Subaruboshi high. He forces the whole school (teachers included) in his little play like world where everyone is graded on their performances. If they did bad jobs, he would them into a permanent sleep. He even makes a DealWithTheDevil with Meteor, reviving Jiro if Meteor killed Fourze and ''he follows up on his deal''. Then he decides to do a play called "School War" which has the Kamen Rider Club '''kill''' students before deciding to reverse the roles and have the Kamen Rider Club being tied up to poles and killed. Thankfully, Gentaro gets revived and kicks his ass so badly that he gets sent into a coma.

** It gets worse. [[spoiler:Why did he kill Rokuro Utahoshi? ''[[GreenEyedMonster Jealousy!]]'']]

* Virgo Zodiarts fits this to a T. How so? Well, [[spoiler: her identity is Professor Emoto, an old friend of Kengo's father and Gamou, the school chariman. Emoto is the one who killed Rokuro Utahoshi, has sent people into the Dark Nebula without care--which include students like Kijima, Suguira (Taurus Zodiarts) ''and'' Tomoko Nozama--threatens to do so with the Kamen Rider Club and successfully disbanded it '''and''', he's Tachibana aka Ryuusei's benefactor. This guy has become a monster that neither Yamada or Kijima could become.]]

* Rem Kannagi, the BigBad of ''Movie War Megamax''. His goal is to use the power of the Astro Switches and the Core Medals from the future to become [[AGodIAm an all powerful being known as the Super Galaxy King]] and will do absolutely ''anything'' to accomplish this, and taking a sick glee in rubbing his advantage in the faces of his enemies whenever he gets the chance. He essentially kills Gentaro's girlfriend, Nadeshiko for the SOLU she's composed of, then rubs that fact in Gentaro's face. He also had no problem killing anyone that gets in his way without an ounce of remorse, or creating clones of all the Greeed and Sonozaki Dopants for his own evil purposes. He gets his in the end though, after being [[FinishingMove Double Rider Kicked]] by [[SuperMode Fourze Double Rocket States and OOO Super TaToBa Combo]], sending him into the path of his own shuttle that runs him over.

* Sensei/The Owl Orphenoch is this in spades, it was revealed that he was the one who rigged Kaidou's bike and was the one who ran over his hand, permanently crushing his guitar dreams for good, in said flashback it was shown he did this with a tiny little smile and thought nothing of it. THEN he was planning to do the same to another student only because he wants to be best at an instrument so he's willing to injure or even kill people in order to do it. This really managed to [[BerserkButton Piss off]] [[NobleDemon Kiba, The Horse Orphenoch]]

** Due to it's DarkerAndEdgier nature The Smart Brain company could be seen as this, an orginization dedicated to human genocide for no other reason than FantasticRacism.

* The Rhino Fangire was a rather nasty bastard. He strung along people trying to make it in the show business, only to kill them and take a prized possession of them. Even [[TheHero Wataru]], who has been known for trying to find the good in Fangires, found his actions unforgivable.

* The [[BigBad Sonozaki Family]] seemed to be this--headed by an apparent EvilutionaryBiologist CorruptCorporateExecutive who gives powers to not-very-nice people and children in what sparks his son-in-law's HeelFaceTurn and [[RedemptionEqualsDeath subsequent demise]]. The patriarch's own powers can be described as weaponized NightmareFuel.

* To prove that you don't need a Gaia Memory to be a monster, Motoko Saeki, Wakana's rival, manipulates Wakana's StalkerWithACrush manager into committing massive property destruction and very likely not-altogether-insignificant loss of life (and in one case, crushing Wakana herself--although she gets better thanks to the Claydoll's power) simply to force her off the air. It falls to the resident AntiVillain to teach her the error of her ways [[ScreamDiscretionShot with extreme prejudice]].

* Kazari, the Feline Greeed, is a fine example of how a MagnificentBastard can also be a CompleteMonster. Of the five original Greeed, he has by far the ''most horrifying'' way of making Yummy, implanting them in their host and controlling their body like parasites; in some cases, the host is conscious the entire time. In the end, they're consumed by it and trapped inside, fully aware of what's happening. If that weren't bad enough, Kazari's actual actions are much worse. He [[spoiler:used Mezool, the TeamMom of the Greeed, and Gamel, a ManChild who really doesn't know better, as lab mice to see what would happen if a Greeed absorbs Core Medals that aren't their own and wasn't the least bit disturbed when this proved fatal for them both. In fact, he took advantage of it to assimilate their Cores and get even stronger. After that, he begins raising Lost Ankh as his own personal TykeBomb and actively helps Dr.Maki try to destroy the world.]] And he did all this with a sick smile on his face (well, in human form, anyway). [[spoiler:He's so evil that even his own kind doesn't care about his demise.]]

* Minor character Makise, who was a {{Monster of The Week}} without a doubt qualifies as a {{Complete Monster}} Makise was a psychopathic stalker who kept a journal of the girls he was stalking and sent loads of messages to these girls, what really pushes him past the {{Moral Event Horizon}} was when he [[spoiler:blew up the Rabbit Hutch locker and rubbed it in that Kengo would be left there to die]] the next was his ultimate plan for a bus full of girls who found him (justifiably) creepy, his plan was to use his Zodiarts power to manipulate the bus to [[spoiler:drive itself off a bridge killing all of them]] the sheer joy he had causing these problems was staggering, seeing as how other Zodiarts have at least some sort of sympathetic reason for becoming {{Monsters of The Week}} Makise's excuse is cold blooded and sadistic revenge.


* Kijima/Cancer Zodiarts could also qualify, Kijima is a {{Smug Snake}} who likes to rip out peoples souls, and cut them putting them into permanent comas, the worst part of it was that he was doing so with a sick cheery smile on his little {{Troll}} face, and he gleefully adressed it as if it were everyday business, these were his fellow classmates mind you and he did this to innocent people willfully like TheSociopath he's known for being. He got what was coming to him in Episode 28 by Kamen Rider Meteor

* Although arguments could be made for about half the cast of ''KamenRiderRyuki'', Takeshi Asakura/Kamen Rider Ouja is the standout example. Throughout the entire show, Asakura practically ''exists'' to murder people and [[EvilIsCool look cool doing it]]. Not only does he rack up the highest body count amongst the Riders, who are pitted in a battle to the death where ThereCanBeOnlyOne, but he's also responsible for the murder of an innocent woman (who turns out to be [[TheSmurfettePrinciple Kamen Rider Femme's]] sister, thus making getting revenge her reason for entering into the Rider Battle), ''and'', to top it all off, he murders his own estranged brother by feeding said brother to his [[{{Mons}} Contract Monster]], Venosnaker...After revealing that ''he'' was the one [[MoralEventHorizon who set the fire which burned down their home, killed their parents, and separated them during their childhood in the first place.]]

* Tennouji in ''KamenRiderBlade'' unleashed the Undead upon the world, attempting to manipulate the battle by creating the [[HalfHumanHybrid Trials]] and [[LegoGenetics Titan]], and creating/merging with [[AllYourPowersCombined Kerberos]] in order to [[AssimilationPlot become the genetic template for a new world]]. It takes all four Riders to stop him in his transformed state, and some of the more sinister Undead (and [[WoobieDestroyerOfWorlds Joker]]) are ultimately less evil than he is.

* Rook from ''KamenRiderKiva'', who spends all of his free time making up "games" for himself that generally go along the lines of, "Let's see if I can kill X amount of people wearing Y in Z amount of time." He has a lot of free time.

* Apollo Geist in his KamenRiderDecade incarnation drains the life out of people to extend his own and has been working to converge the various worlds to facilitate Dai-Shocker's invasion of them, eventually becoming powerful enough to wipe entire worlds from existence--which he does with glee.
