After Ash rebuffed Misty in the restaurant, saying he doesn't need her Water-type Pokémon to win against Brock, Misty goes somewhere, passing by Ash, and Ash briefly looks at her. Because of character positioning and the direction Ash was looking at, it looked like Ash was staring at Misty's butt in particular. So, yeah. It's Misty’s butt in the meme.

Not only am I having trouble finding any existence of this meme, the information is false anyway. Cilan does cameo and is shown to be with Brock, and Iris was included because, Ash and Alain aside, the Top 8 consisted of the various Champions, with Iris being Unova's champion.
