She's a friend—similar to anyone on that ship (would you say Grunt counts, too?)—with whom a romantic relationship wouldn't work out because Samara is Married To The Job. There's also the issue with only having about six conversations with the woman total, which isn't exactly "other half" material.

Their connection comes more from the fact that they are from neighboring countries and are both searching (in very different ways) for answers to the same questions. When outright asked if they were dating, they both deadpanned "We are not a couple.", in unison, without any of the usual embarrassment or blushing this scene usually entails.
