This seems to be one of the rare magical abilities that cannot be taught, only inherited, such as being a Parselmouth or a Metamorphmagus. Professor Trelawney the Divinations professor at Hogwarts has Seer ancestry, though she herself [[spoiler:is also one, though she has only given two actual prophecies in her entire life, and has no memory of either.]] Professor McGonagall is dismissive of Divinations in general and Trelawney in particular because she believes that seeing into the future isn't magic that can be taught and thus has no place in Hogwarts.
