This stems from two events; while it's not clear how it happened, it's implied that CJ wasn't around when his brother, Brian, needed him before he got killed in a gang shootout. A few years after that, CJ and Sweet's mother was shot and killed in a driveby from the Ballas gang, which had CJ flee to Liberty City to get away from it all instead of helping his brother and the Grove Street gang when they needed him.
