All reputable firearms training (civilian, police, and military) teach to aim center-of-mass at the torso, as it's a much larger and easier target to hit, and contains most of the body's vital organs. Even assuming you actually ''hit'' them, shooting someone in the knee may still not be enough to incapacitate them, at least not quickly enough to be of value.
