It's one of the "God Techniques", which according to the sensei cannot be learned by ordinary people (or wolves). It should also be noted that after having learned the Holy Eagle technique (double jump) you can later upgrade it to a triple jump. Considering that by the end of the game Amaterasu can walk on water, summon lightning, water, ice, and fire, walk up walls, and make plants bloom, a Double Jump is really the least of her abilities.
