In animated works, pictures by definition have to move, which means that too much detail can take more time to do, and [[UncannyValley could even make the animation look worse]] [[OffModel if there is a mistake]]. So detail is left out to make the animation smoother, even in the most well done animated works.

Covers, and other kinds of art that are not actually part of the works, don't have that problem. It's just one picture, so they can look more stylized and complex.

Take the page picture, where the top part is a frame from the movie, and the bottom is that same scene redrawn for inclusion in TheMerch.

This also might apply to comics, given that the artist has to draw multiple pictures, and thus give them less detail, while if the cover and extra art is either done later, or by a different person, those pictures get more detail.
