They must bond with a familiar and serve as a wizard through their apprenticeship and journeymanship, at least fourteen years, without breaking the Law and getting their bond broken. They are usually recognized as having leadership potential at a young age by the current Guildmaster, who instructs them in the skills required to lead a country well. Finally, after being named as the Guildmaster's successor, they must be approved by a vote of all master wizards, who have themselves been chosen by the Mother and bonded to familiars. While it might not be impossible for a Guildmaster to become corrupt or incompetent after gaining their position through this process, it's unlikely. Even Hanion, despite his failings, is sincerely concerned with Tevenar's welfare and does what he believes will best serve it, including heroically sacrificing his freedom to deceive the Faithful.Ramunnan invaders.
