** That's the point. Yates is an idiot who didn't accept that the [=WISEMAN=] project was a failure and attempted it again with even more spectacularly wrong results. Trying to kill Mike in the first place was petty and pointless; going to the lengths he went to was insane overkill. The plot only works ''because'' the villain is a StupidEvil moron, but it's done on purpose for that reason.

** The ladder I'm not sure about, but the room itself is a workout room. With the mirrors, benches, and weights (a weight even gets used by Mike to kill a guy). The fluorescent paint is just decoration that fits with Rose's character.

The walls are all fluorescent and stuff and he has that thing that Phoebe uses as a ladder to get up to the ceiling tiles, which seems to be there for no reason other than to be a convenient thing that she can use in an escape attempt.
