Given his age and current job as a militiaman, it's likely he was one of the Marines assigned to the US Embassy's Legation Guard detail before the war. The commies leave him alone because America, for all intents and purposes, no longer exists as far as the Metro residents are concerned. Given their focus on the Nazis, and the historical revisionism that tends to be a feature of communist regimes, there's a good chance the Reds have completely forgotten the USA. One militiaman who speaks Russian with a wierd accent but otherwise doesn't cause trouble won't even be a blip on their radar.
