The commies leave him alone because America, for all intents and purposes, no longer exists as far as the Metro residents are concerned. Given their focus on the Nazis, and the historical revisionism that tends to be a feature of communist regimes, there's a good chance the Reds have completely forgotten the USA. One militiaman who speaks Russian with a weird accent but otherwise doesn't cause trouble won't even be a blip on their radar.
