Given that their uniforms are all but synonymous with school uniforms it isn't much of a jump to guess that they wore those clothes for a very long time from an early age. Add in Columbia's extreme nationalism would it really be out of the question for them to be kids taken off the street? Paralleling the Handymen's former crippled nature.

After all, she's been locked away for most of her life, and probably doesn't know what all that boobage means. Heck, she probably doesn't even choose her own dresses. Songbird does that.
