The Creepy Crossdresser trope is not for any villainous character who sometimes crossdresses, in the same way as not every villain who happens to be bi is a Depraved Bisexual. At no point is it implied that Edwina is a sexual perfect or has motivations beyond disguise and theatrics for the crossdressing. There's no, "ew, a crossdresser, that's squicky and scary!" moment either and she's in some ways a sympathetic Anti Villain: the way the film frames her is NOT primarily "look at this depraved psycho! the crossdressing is proof she's even MORE psycho!" She's just an antagonist who spends some of the film Disguised In Drag.
