We don't know where it comes from or what's really doing in there. The trash can lands in a store that is owned by Captain Manzini. For some reason, he keeps the trash can. The next day, a group of bullies chase Dodger, a kid that works in Manzini's store, and steal money from him. Dodger heads to the store and, after a chat, sees the trash can. Manzini tells Dodger that the garbage pail can is like Pandora's Box and should be left closed. The bullies arrive, and Dodger is somehow [[{{PrecociousCrush}} smitten with Tangerine, one of the two female bullies.]] After they throw Dodger in a sewer, he is cleaned up by the Garbage Pail Kids, who got out of the pail for a reason that the film can't even say.
