While Ivan mostly is angry at Dragonetti for shooting him in the arm, he thinks that Dragonetti is insane (which he is) for killing bystanders for no reason. Ivan is right for wanting to kill Dragonetti, as Dragonetti as he is a much bigger threat than he is.
