This actually becomes the reason why Kaede/Gin'yoku and Emeraldas want him to stay in Halkeginia, as Saito could become independently powerful and influential to the point of gaining a Grant of Nobility, while on Earth all the increased ability he's gotten from his time off-world would get him is a promotion to a rank where he'd be actively put into danger from Juxtaposed Black Star.
