First of all there's never any mentioning of her loathing the Seam residents for being poorer than her own family, for another Peeta's family were starving too, which means they were not rich. Katniss mistakenly believes that they are well-off at first, but comes to learn that this isn't the case. They're just better off than her own family.

Actually Peeta tells Katniss that they DIDN'T have food to spare, which means that it's just as likely that she turned Katniss away because any food she gave her would be food taken from her own hungry children.


* AlternativeCharacterInterpretation: We only ever see Mrs. Mellark through Katniss' eyes, and she despises Peeta's mother. We have no idea whether or not she does have a softer side as well, or what the real reason for her behavior is. Some speculate that she is constantly worried that she won't be able to feed her three growing sons, and that this is the reason for her strong reaction to Peeta burning two loaves of bread and why she won't give Katniss any food earlier that day (as it would mean taking food from her own children's plates). Some of the things Peeta says suggests that there's a lot Katniss doesn't know about that might influence Mrs. Mellark's actions - for instance he reveals that they often had to eat stale bread that couldn't be sold, which implies that they weren't safe from starvation either. It doesn't excuse her being abusive towards her children, but it suggests that she's far more complex a person than Katniss believes her to be.

The rebels go through with the plan, and hundreds (if not thousands) die as a result of Gale's actions.
