He pawns off the job of beating information out of suspects to Drake and turns a blind eye to Jackson's many crimes because he's useful and that's just at the start. Later, he's outright arranging duels to the death in the street. Gradually, he gets exposed as someone every bit as dark as some of the people he holds in disdain.
