!!Robert Biel (Creator/AdamArkin)
A U.S. Attorney specializing in medical ethics. He visits the town for two cases in season 2.
* HeroAntagonist: His positions clash with those of the main characters, but he is a compassionate and logical man who makes good arguments about why he disagrees with the heroes, is willing to apologize to people who his positions may hurt, and makes arguments that can win people over.
* LogicalLatecomer: He is an outside observer of various bizarre events that the townspeople take in relative stride and is willing to tell them how weird he finds it all.
--> ''The last time I was called to Rome, your hospital wanted to take the heart of an Alzheimer's patient and give it to somebody else. You denied that request, and since then, I've learned that the gentleman with Alzheimer's has been made, er, the mayor of this community. Now I've been dispatched again because you're endeavoring to turn a nine-year-old boy into a science experiment.''
* PerpetualFrowner: He constantly has a severe or frustrated expression, as the cases that bring him to Rome give him little to smile about, and he doesn’t like to let his guard down.

!!Franklin Dell (Creator/DenisArndt)
A lawyer who typically represents the local hospital, its employees, or patients (provided they don't want to sue the hospital).
* AscendedExtra: He makes one appearance in season 1 and eleven more appearances across the next three seasons.
* ConsummateProfessional: He is far more straitlaced than Wambaugh, doesn't jump into cases until he is sure they are consistent with the hospital's positions or interests, and (like Wambaugh) does his best for his clients regardless of his own feelings about specific issues. Depending on the episode, this can make him either a PunchClockVillain or PunchClockHero, although he genuinely cares about some of his nobler cases.
* NotSoAboveItAll: He often takes an uncompromising pro-life stance in euthanasia or abortion cases, but does side with Howard Buss when he seeks to give his heart to his son (due to Howard having Alzheimer's and his son having a deadly coronary condition), defends Jill when she mercy kills a patient and admits to worrying about religious wars that could come from the aftermath of a potential divine pregnancy that he is arguing against terminating.

* EmasculatedCuckold: Oslo's wife hasn't had sex with him in six years as of season 3, and the reveal that she’s been having an affair (combined with how dismissively the cops treat him as a potential suspect) almost drives him into making a false confession out of a frustrated desire to be taken more seriously.

* TheReasonYouSuckSpeech: In "Cold Spell," Littleton is prosecuting a case where the town is trying to terminate the parental rights of a Wiccan whose daughter painted a pentagram in the school out of misguided fear of all the black kids being bussed into town (with her actions being influenced by the negative reaction most of the adults in town, even Jimmy and Jill, display to the bussing). Littleton's closing argument has him launch into a prolonged, sarcastic DoesThisRemindYouOfAnything speech where he says that of course the townspeople have a right to keep Rome pure and avoid interacting with people who are different than them under the argument that it leads to unpleasant tensions and opens the door for making them deal with even more different people. Everyone in the courtroom can tell that he is being sarcastic and really calling the townspeople out for their segregationist attitude, and he follows this up with a private, specific condemnation of Jimmy for seeing immediate desegregation as a cause for fear over hope and leading the town by example in that regard.

to:

* ButtMonkey: It is often PlayedForDrama, but Oslo is disrespected by both his offscreen wife (who cheats on him) and students, is wrongfully suspected of multiple crimes, and has a dying aunt who is eventually poisoned by a mercy-killer.
