Dune Woman was a weather control robot before Wily messed with her coding to begin his his to power. She apparently worked in a town that has Middle Eastern themes.

*ChargedAttack: During his first and third phases, the Copy Robot can charge his shots. The latter is much faster and more frequent, as if he's using Proto Man's Proto Strike.
*DoubleJump: After he takes enough damage, the Copy Robot will copy Roll's form, getting this power. This costs him his ChargedAttack though, and he loses it when you take down his second phase.
*LuckilyMyShieldWillProtectMe: His second phase gives him a shield just like Proto Man, but the Copy Robot uses his shield only during jumps.
*MirrorBoss: He copies Rock, Roll, and Proto Man.
