Although she is very smart and her efforts provide Shepard with some useful information, she simply doesn't have the experience necessary to be the Shadow Broker (the previous Shadow Broker being a yahg with borderline SuperIntelligence), and is clearly out of her league trying to compete with the Illusive Man. She never even manages to track down a single Cerberus operation, mostly because they smash much of her network and resources before she can pull everything together after Cerberus helped dispatch the previous Broker]].

Liara has this view of what a culture she idolizes is like, and it very much corresponds the image the Asari in general try to present to outsiders, a peaceful, fostering, advanced, spiritual and scholarly culture.
