I have read Dracula thank you which Hirano has changed plenty. His reason for being in the dungeon had nothing to do with Dracula. Read the Dawn for what was he actually doing in Arthur's time. Alucard fought Nazis in WWII to stop them from making vampires and winning the war. How evil. Arthur Hellsing actually had no real reason to place him there only that he found him 'addictive' and probably there was no reason to have him around. He's not quite evil, either. He and Anderson aren't too different.
