This Troper problem/He is not omniscient, and had no reason to believe that Joffrey (and the innocent Myrcella and Tommen) deserved to die by that point. It was fairly well established that Ned was very reluctant to kill children after the whole sack of King\'s Landing thing - that\'s why the first book made such a big deal about Gregor Clegane and Amory Lorch\'s murder of the Targaryen kids.
