Originally a BitCharacter seen in "The Fastest Fetcher" and "The Cow and Potato Bug Opera," Turtle Lou was reintroduced in season 2 as
the Neighborhood Speedy Delivery mailman of Make Believe, and the one who ordered Grampy to build his windmill 'someplace else,' although this is not mentioned in the show. He sometimes visits Someplace Else.
