And when later is cornered and further wounded, he is left as nothing but a wimpering mess pathetically begging for mercy.

* AintTooProudToBeg: A part of his DirtyCoward colors. He'll start [[VillainsWantMercy begging for mercy]] when someone else is pointing a gun at him.

* FaceOfAnAngelMindOfADemon: The filmmakers chose Andy Robinson to play Scorpio because he had a "face like a choir boy". The liquor store and schoolbus scenes definitely back up that claim.

* EvilCripple: A downplayed version. His left leg is injured by gunfire and torturing from Harry, and as result, he has a limp.

* DirtyCoward: Scorpio only acts tough when wielding a gun against an unarmed man or threatening defenseless women and children. If the tables are turned, he'll start bawling like a baby.

* HateSink: Scorpio is pure evil and there is nothing redeemable about him in the slightest. He is a sadistic, murderous scumbag and a rapist who fits all the traits of a text-book psychopath. Not to mention he's also a DirtyCoward of the highest order who only targets people weaker than him.
* {{Hypocrite}}: He makes the police promise no lies or trickery for the life of a teenage girl. However, in the end he not only pulled an ILied moment on Harry but also had already killed the girl before the drop went down.

** He refers to black people as "niggers" in his first ransom letter.
** He gleefully tries to shoot a gay black man before being interrupted by a police helicopter.

* SuicideByCop: It's implied that this is the reason he picks the gun up anyway, despite not knowing if Harry shot six bullets or five at the end..

* WouldHitAGirl: Killed a teenage girl and pistol whipped an older woman.

* WesternTerrorists: The leader of a cell.

* JerkWithAHeartOfGold: While a angry, bitter and despondent person tempted to become a VigilanteMan out of his belief of ScrewTheRulesImDoingWhatsRight, he acts as a good friend for Harry who he can confide his issues to and is [[InformedAbility said]] to be a loving father towards his children despite his divorce from his wife.

* {[Foil}}: To his OnlyFriend Harry, as both expresses a ScrewTheRulesImDoingWhatsRight viewpoint on administering justice while on the police force, but while Harry is TheStoic who handled his military experience very well and already a CowboyCops who sometimes bend the rules, Charlie was an angry NotSoStoic man who wanted to be a CowboyCop, but never took up the chance and struggles with his traumatic memories during his time in the military.

* HeroicSacrifice: Ended up TakingTheBullet by Maxwell to save her partner Harry.

* SacrificialLion: Performs a HeroicSacrifice near the end of the film.

* HeroKiller: Had killed Frank [=DiGiorgio=], one of Harry friend's from the first film, and later Kate Moore.

* AxCrazy

* HeroKiller: They killed Charlie [=McCoy=] and Early Smith.

* FromCamoflageToCriminal: Robinson created a backstory for him which involved him being drafted into the Vietnam War, and seeing unspeakable horrors. When he returned home to the United States, he found himself a figure of hate, and his war experiences, combined with the people's treatment of soldiers, caused him to go insane.

* ILied: He [[KickTheDog cruelly]] tells Harry that he lied about releasing a kidnapped girl, and gloats that he'll just kill her and Harry.
