He essentially lost his company to Derek Powers, who uses it to carry out the kind of atrocities Ra's Al Ghul spoke about in the Demon's Quest. Old Gotham is shown to be slums that New Gotham was built over. His friends have all died (Alfred, Commissioner Gordon, and presumably Lucius Fox) or left him (Barbara, Dick, and Tim). Harvey Dent/Two-Face, who he spent a good portion of his career trying to help get back to sanity by paying for surgery and presumably therapy, ended up even succumbing to a third personality. Bruce's body is too weak and damaged to do good as Batman, and he can't even do good at Wayne Enterprises because it's under the control of Powers. He has essentially been sitting in Wayne Manor at the start of the series for 20 years waiting to die.
