While her plan was to create a massive DeRolo crest in the sky for reasons even she can't seem to understand. This would have alerted Vorugal to the presence of Whitestone and definitely would have resulted in massacred innocents.
** For all her talk about wanting to prevent other's death and given how she's usually the most emotional when anyone dies, she and Vax had no problem throwing the already spent party into a battle against Raishan right after their battle with Thordak. Their reasoning doesn't even hold up as they blame Raishan for breaking their deal when Raishan made it clear she would cast speak with dead on Thordak's corpse.
