It does sound a lot like EvilIsCool or GoodIsBoring, not to mention a rather subjective trope. If it qualifies however I will donate a few examples.

* ''TheDreamstone''. While the Land Of Dreams is a SugarBowl where few of the heroes have conflicts or development or even emerse themselves in basic slapstick, the Urpneys hold up [[SpotlightStealingSquad most of the show's screentime]], have [[PunchClockVillain highly sympathetic personalities]] and are [[LaughablyEvil responsible for most of the show's humor]]. In addition while being {{Harmless Villain}}s, they actually seem more articulate and versatile in their schemes than the heroes, who usually just pace through [[TheFool solely on luck]] (early episodes gave Rufus some plausible CharacterDevelopment, though it didn't last).
* This is directed to some enterpretations of ''SonicTheHedgehog'', DependingOnTheWriter due to Sonic's occasional infallible qualities and Dr Eggman's comical pathos. In some medias such as ''ComicBook/SonicX'' and ''AdventuresOfSonicTheHedgehog'', Dr Eggman borders as a VillainProtagonist.
* Same for some ''LooneyTunes'' dynamics, especially due to ChuckJones' "winners vs losers" setup which ensured the villain was a much more sympathetic character. The WileECoyoteAndRoadRunner shorts are this trope played deliberately.
* Also a common critism with ''{{Anime/Pokemon}}'' due to Team Rocket's humor and CharacterDevelopment compared to Ash and co's rather formulaic plots involving tournaments or Pokemon hunting. WordOfGod even states Team Rocket were supposed to be more complex characters than the heroes.
