The FireForgedFriends description says: "Characters, hostile to each other, indifferent, or strangers, must fight on the same side. All the way up to an Enemy Mine situation. Afterwards, they are no longer hostile and perhaps even actual friends. If they continue as enemies, they are Friendly Enemy." As a result, I didn't think they were the same thing though there is definitely overlap. I also have another example of this that isn't FireForgedFriends. In the first few books, ''RamonaQuimby'' fights with Howie a lot and dislikes having to hang around him because their mothers are friends. By the third book (Ramona the Brave), they are best friends and stay that way for most of the series (Howie isn't in the last book). The change in their relationship is mostly between books but the end of Ramona the Pest seems to show the beginning of it when Ramona invites Howie to stay for lunch.
