The SteamPunk page says "A related concept is "clockpunk," which is set prior to the Industrial Revolution but is otherwise essentially the same, with intricate clockworks replacing steam power as the technology of choice.  On the other end, steampunk scenarios may edge into Raygun Gothic territory."

Just as SteamPunk is essentially SpeculativeFiction in a Victorian or postindustrial setting, where advanced technology exists but oil, gas, solar, nuclear, etc., power does not exist, ClockPunk is SpeculativeFiction set in a renaissance or preindustrial setting where most base technologies associated with the industrial reviolution don't exist.

Maybe I sould leave steam out of the definition, ClockPunk devices need to be either wound, powered by FunctionalMagic, or {{Hand Wave}}d.

Another element of this is that while SteamPunk generally has a Jules Verne - esque SciFi element to it, ClockPunk settings tend to have a more fantasy feel to them; due to FantasyGunControl, mixing ClockPunk with FunctionalMagic is less a strain on WillingSuspensionOfDisbelief than more advanced technologies.
