Question for anyone / everyone: is this the same as DystopiaJustifiesTheMeans, or different?  Because on the SlidingScaleOfAntagonistVileness it says that a DystopiaJustifiesTheMeans villain is (at least generally) a CompleteMonster.

But I've seen this {{subverted}}, where you have a villain who does things largely ForTheEvulz, but when TheHero confronts them, they're revealed to be an AntiVillain.

!!Possible Example:
* In TheWizardOfOz, the Wicked Witch of the West ("I'll get you, my pretty, [[KickTheDog and your little dog too!]]").  True, she wants revenge for her sister's death and believes the ruby slippers are hers, but it really doesn't justify the ForTheEvulz moments.  {{Subverted}} in {{Wicked}}, which portrays the character as a case of DarkAndTroubledPast / ThenLetMeBeEvil at worst.
* In ''SantaClausIsCominToTown'', the Winter Wizard, who wants to ruin ''SantaClaus''' life.  Again, he does have a non - ForTheEvulz motivation in that he believes people are tresspassing on his land, but still...  Note that the Winter Wizard suffers a VillainousBSOD and makes a HeelFaceTurn to HeroWithAnFInGood.
* In ''HowTheGrinchStoleChristmas'', the Grinch, though that may be more of a case of PutThemAllOutOfMyMisery.  The {{Film}} version gives the Grinch a DarkAndTroubledPast and portrays him as a NobleDemon even prior to his HeelFaceTurn, but even so, he still causes trouble more to ruin other people's days than anything else.
