I don't think that this trope is a good idea. First of all, it's very subjective.
  You need to
1) have confirmation that the character IS indeed a Scrappy, which is debatable enough 
2) You need to know that the creators did this to a Scrappy FOR THAT REASON. 
Secondly, this trope is a duplicate of Ron The Death eater. Seriously. They're both tropes about characters being turned into villains for the audience's pleasure. 
Thirdly, a lot of these tropes don't exactly count: 
Syndrome isn't a Scrappy because the audience was INTENDED to sympathise with Bob and be irritated by him early on, making him a HateSink, not a Scrappy. In addition, he didn't have enough screentime to become a Scrappy and become a villain. They INTENDED for that to happen! Second, most of these examples simply list a character being a bad guy-and nost of these characters are listed as villainous and arrested by the end of the movie. IF they're arrested or become villainous before the end of the movie, then that means that the audience wouldn't have time to hate the character and want them to become a villain. 
That makes them a HateSink. Sorry, but this won't work.
