InnerMonologue is just any case where you get to hear a character's thoughts. StreamOfConsciousness is where those thoughts are presented unfiltered and unedited. People don't always think in perfect grammar, nor do their thoughts follow a logical progression. Most Inner Monologues clean those bits up to make them read better--the mental equivalent of RealisticDictionIsUnrealistic, basically. Stream Of Consciousness tries to portray how a realistic person actually thinks.

Also, if the entire story is told in Stream Of Consciousness style, it's often difficult to tell where the external events stop and the inner thoughts start. This reflects how perception can be malleable, and how memories and thoughts seem just as real as physical events to the individual thinking them.

EDIT: That's StreamOfConsciousness in the lit-crit sense. Creator/JamesJoyce and Creator/WilliamFaulkner and the like. What the description in the OP is describing honestly strikes me more as FirstPersonSmartass or PrivateEyeMonologue than Stream of Consciousness.
