The game is averagish, as far as MMORPGS go. It's been going since 2007, and released dozens of content updates since then, so there's no need to worry about a lack of content. Whether that content is GOOD is up for you to decide.
The game follows the standard EQ/WOW design: quest for xp, kill mobs, level up/ding, etc. Oh, it has elements that no other MMO has (that I know of), but these are mostly gimmicks rather than anything that will blow you away (unless you really, REALLY like said elements, obviously). Due to its age, its graphics are nothing to speak of either, although the game does boast an unrivaled amount of Scenery Porn.
However, there's nothing particularly bad about lotro either. It's had its ups and downs over the years, but it's managed to fix most of its problems during that time. After 8 years of running the game, Turbine has ironed out most of their biggest problems. While there are still some that remain (the store still sells items that give minor gameplay advantages, for one thing), the vast majority of the issues have been fixed.
Overall? I give the game 6/10. If you want to play it, then play it. If you don't, then don't. Simple as that.
