That's pretty much it, the film was meant to be a nothing held back fun effects romp, but it didn't have the guts to follow through. Too much getting bogged down in half-arsed characters and plots, not clever enough timing to make the action good.
Spinning a bullet is cool, it looks cool and feels like it should work, everyone wants to do it, but there wasn't enough of it and the rest of the action failed to hold the promise. The stretches between bullet bending were too long and the bullet bending moments weren't good enough.
But Morgan Freeman manages to add class to even the most classless film and as such you should bump up your evaluation another notch. There's never a bad time to hear Mr Freeman go town on someone and drop the f-bomb as if he means it.
