If it was some other character pushing for Kyoko's execution, then maybe it'd be different, but coming from a Psycho for Hire who loves fighting and killing people himself, it's flat out hypocritical. Nothing Kyoko did was more heinous than what he himself has done, meaning Train was in the right in thinking she deserved to be spared and given a shot at redemption.
