This isn't entirely true. There's a few other judo "schools" out there in addition to the Kodokan. Freestyle judo and zen judo for instance. Freestyle still allows leg grabs, just to name one difference. The club around here (Fargo, N.D.) is actually part of several schools.
Also, those leg locks, etc are still part of judo and are taught in some dojos. I'm told tge dojo around here routinely participates in grappling tournaments open to multiple styles (not limited to judo or bjj), and drills a lot of those "forbidden" techniques when one of those competitions is coming up.
