They're minibosses. You fight them to get the stars they are guarding, but no boss music is heard and they have no spoken dialogue before or after the battle. Compare that with King Bob-Omb, Whomp King, Eyerok, Wiggler and Bowser, who do use boss music and have dialogue.
For the record, minibosses are disqualified from this trope. This means Chief Bully's example has to be removed.

Are Big Bullies, the Chill Bully, and the Big Mr. I unique enemies or bosses? They only take one hit, but they are all large, single entities which provide stars when defeated.
