How exactly do we know that Joel and Tommy are Hispanic now, instead of Caucasians with Hispanic/Latino actors?

Although I admit it is a possibility, the fact that they had cast specifically another hispanic actor to play his brother after Pedro Pascal got the role makes me believe that there is a intention of making them hispanic.

No cure for the fungus infection?

The main work page currently has opposite arguments on whether the "no-cure" story is true:

  • Con: Artistic License – Medicine: Both Neuman in episode one and Ratna in episode two state there is no cure for a fungal pandemic. This is unlikely, as there are currently four main classes of antifungal drugs; polyenes, azoles, allylamines and echinocandins. The first antifungal, amphotericin B deoxycholate, was introduced in 1958, ten years prior to Neuman's interview.
  • Pro: Truth in Television: John Hannah's narration in the opening mentions that fungal cures and vaccines are nonexistent, and that it's not even possible to actually make them. This is very much the case, as Professor Neal Ar Gow who co-edited the Oxford Textbook of Medical Mycology (the study of fungi) says here. He notes that that is in part due to the fact that fungi are extremely complicated in immune response.

Which one is more likely to be true and which one should be removed?

As far as I know, while cures for fungal infections do exist, vaccines do not. I think both examples could stay, if the Truth in Television entry was edited to say that only vaccines are nonexistent, not cures.
