I think that's what makes her a Sacrificial Lion instead of a Sacrificial Lamb. Lions can be plot relevant (I assume, from the description saying that Lambs cannot be). Lambs are just likeable but not plot-relevant.
I feel like the two (being plot relevant and being a Sacrificial Lion) aren't mutually exclusive, so long as the Lion is still used to create an air of Anyone Can Die.

I'm not convinced about Jenny Calendar in the Buffy example. Angelus killed her because she was going to re-curse him (turn him good again), so it's relevant to the plot.
