She is not a Big Bad either, that would be He Who Remains. She's just an Anti-Hero who leans too much on Revenge Before Reason, with Nice Job Breaking It, Hero results.
Climax Boss maybe, but frankly even that's a stretch. She's just the last person the protagonist fights.

so i just discovered that Eugene Cordero is credited as "Hunter K-5E" in the episode, instead of Casey. basically means that after Kang reset the entire TVA, Casey somehow turned from a bumbling desk guy into a hunter.
