The Reveal: That girl from the flashback in "The Storm" who smirked devilishly at Zuko's scarring is none other than his sister. She was smiling out of cruel satisfaction, knowing he won't be able to pile on to her suffering anymore.

What does that mean "knowing he won't be able to pile on to her suffering anymore"?
